new duchy of mania & dementia

kossaiafter thaliendir ascend to throne of sheogorath , all was not well immediately . there was much to clean up , for one - obelisks , pillars , trails of destruction left by jyggalag . that was not all easy to deal with , as just sight of these throw many people into further despair , even as natural chaos recover .
there was no duchy in mania or dementia , either ... well , thaliendir kill thadon in ritual to succeed as duke of mania , but now have much bigger role as sheogorath ! and syl is also dead , due to betrayal ... so what to do ?
thaliendir make new duchy , of course ! life size straw dolls , for which wide-eye and kithlan would interpret and communicate . at first , stewards do not know what to make of this ... but with some time , both learn how to make sense of respective duchy , and put people at ease .
but in shadows , some people ask : do these duchy really have life ? is either one actually animate ? or is this just some plot to make complacency , and let stewards run show ? and truthfully ... no one know these answers , not even wide-eye or kithlan , maybe not even sheogorath .
sometimes fully engross in listen , and feel unshakably that this is true . other times that doubt seep in ... but then , in those times especially , things which could not happen without assistance , if duchy truly was inanimate ... happen .
both duchy have reputations as recluse , which do not help matters . duchy of mania is obsessive artist , will so easily lose days without end until wide-eye come to check in . duchy of dementia meanwhile is depressive hermit , who cope with life through excessive meditation , trance , and sleep , and only eat because kithlan come to check in .
one aspect which believers note , however , is that when seen in public , duchy always have bright and vibrant manes of flowers - and positions or vibrancy never change , so something keep those alive , right ? generally duchy need help to move and communicate , but that should make no less alive when such simple proof is right there .
so , is either one alive ?
