morrowind character followup

kossaiafter scour list of UESP , one choice really interest : kiliban nyrandil .
know nothing about story of morrowind so far , and not really overall lore buff , but try to consider several things here .
morrowind is only about 6 years before oblivion . but , haskill suggest time in shivering isles flow differently , even if there is some kind of link between time there and time on nirn - see greymarch cycle .
meanwhile , many residents of shivering isles have unknown histories . kiliban in specific is caretaker of xedilian - dungeon beyond fringe walls which lure intruders , either to kill or to break minds . but ever since creation of gatekeeper some several years ago , which prevent entry into walls , xedilian fall out of use and leave kiliban with nothing to do .
would doubt that portal to shivering isles is bound to only niben bay in cyrodiil , this just happen to be convenient place during specifically 3e 433 . maybe theoretically one could be anywhere , down apparently new paths , down wrong paths .
and what if someone already incline towards sheogorath , for one reason or another ? surely sheogorath could reach out more directly , more personally . still no violation of contract , still just invitation , but maybe ... just maybe .
so that , and with different flow of time ... maybe indeed , this could be true in at least one set of circumstances .
