kossaiwith 6 years between morrowind and oblivion , timeline is kind of tight for kiliban . kiliban care for xedilian , but shut down for years since arrival of gatekeeper . no exact number , but those years enough for xedilian to find grummite infestation , and for kiliban to give into boredom .
one thought - haskill mention time in shivering isles is different from tamriel . maybe during this point , years in shivering isles simply slower than on tamriel .
but more thoughts :
kiliban would arrive on shivering isles extremely unstable . time could be entirely normal , and still lose between fingers .
in kossai lore , because kiliban was not always there , there was another caretaker of xedilian before kiliban . maybe this caretaker did not allow kiliban control or input - only teach basics - which would contribute to years of boredom , even while xedilian run .
when gatekeeper arrive , this caretaker call quits , leave xedilian behind . kiliban , stubborn , refuse to leave .
kiliban know theoretically how to operate , and can play around now that no one will complain , but no means to actually use - and not entirely sure how to maintain , either . this is what allow grummites to move in and steal focus crystals , lack of proper usage and maintenance .
