so main quest bring player along to ratway of thieves guild , and college of winterhold . apparently , technically one do not need to join either guild - but that is usually easier way to get through , and many new players especially might not realise this . can feel sort of like game want push player to try out everything and leave all paths open , even if not fit character . 

also , thieves guild will accept even if fail to carry out task , which only add to feeling that membership is mandatory , and new players or low level characters might not have or know about speech skill to persuade faralda in college of winterhold to give passage . not to mention college of winterhold actual quest line is lackluster because of development crunch , so for players who choose to complete , can feel like ... why force here ?
