gatekeeper & xedilian

kossaifor defense , shivering isles have both gatekeeper and xedilian - but " both " sort of mislead , because really only use one or other at any given time . if gatekeeper is alive then xedilian see no use , and if xedilian is in use then gatekeeper is dead .
this is because gatekeeper is on fringe , while xedilian is further inland . fringe in self is sort of defensive measure - people who inhabit fringe can not move further into isles until have sufficient blessing of madness , but possibly can assume that before gatekeeper there was no good way to enforce this .
even so , gatekeeper seem to have only one method of enforcement : kill . not always what need ! less sophistication than xedilian , too - xedilian can kill , but will not always , as kiliban get to personally make judgment calls on who might or might not be good fit . gatekeeper either do not have that level of awareness , or just see no reason to care .
in main quest , player first face down and kill gatekeeper - necessary to get in , even for those with blessing , as relmyna put keys inside body . so , with gatekeeper dead , sheogorath ask player to help kiliban with xedilian , fix up and run again . and sure , for that short time after , shivering isles rely on xedilian .
but then sheogorath ask player to make another gatekeeper , work together with relmyna . and , well ... can imagine that would again put xedilian out of use ! kiliban would be in terrible shape again .
so , propose : thaliendir , after first mantle , would negotiate with relmyna and kiliban . relmyna treasure these gatekeepers like children , and after thaliendir prove good enough adventurers can indeed kill gatekeeper , might be more ... hesitant . especially if that overall threat level is low - to let child die for nothing ? well what kind of mother would relmyna be then ?
and kiliban need something to keep in world , something more than just wander and dream . need to be able to maintain xedilian and do something that feel useful and substantial .
so then ... why not allow xedilian to be main line of defense , and only bring out gatekeeper when threats too much for xedilian alone to handle ? relmyna get to enjoy time and safety with gatekeeper , and kiliban get to keep xedilian up just like want .
